The aim of this research is to understand how the Integrated Water Resource Management (IWRM) is implemented in federal countries. For that, we investigate the Mèbre-Sorge catchment near Lausanne, in Switzerland, and the Municipality of Piracicaba in the Piracicaba, Capivari et Jundiaí catchments, in Brazil. We develop indicators for assessing the integration of local water management and apply them to the two catchments. The objective is, therefore, to understand whether the federal structure helps or hinders the integrated management of water resources.
