Lead Partner : LATTS, Paris – Ludovic Halbert This study is a continuation of academic work on the system of European cities, especially the two studies by the House of the geography of Montpellier and published by the Datar in 1989 (Brunet, 1989) and 2003 (Rozenblat, Cicille, 2003). The results have fueled the political debate to develop a policy to strengthen the European influence of major French cities. It should therefore now attempt to assess the effects of the latter, plus the numerous other policies related to either the decentralization or European policies. We propose to go beyond reading too much static that would give more weight to stocks as inter-metropolitan. We record the new study in continuity of previous studies (measuring the concentration of functions), while supplementing them with their integration into networks of exchange and interdependence. This positioning can refresh a reading by higher functions has often been treated in terms of concentration of locations in more than one network. It cites as evidence the frequent reduction of the economic function of command that would characterize the metropolis worthy of the name only to count the headquarters of companies selected by Fortune. The important thing is to think about the trade that link the cities to each other. It is expected that the analysis would be informed by the discussion of major metropolitan issues. Knowledge economy, creative economy, innovation, high speed, financed globalized economy, sustainability, this is all part we'll take into account in this study. Table 1 : Characteristics of the Study N° Aspects Discussion 1 Superior functions Revise superior functions: not remain on a feed-back relation between functions et metropolises 2 Dynamics of metropolises Face to traditional approaches on stocks, we'll privilege flows, networks and exchanges 3 Classification and ranking Not reduce the analyse to benchmarking ranking metropolises but define their relative positions 4 Definition Define metropolises (indicators, Demographic thresholds, spatial delineation) 5 Dimensions Creativity, knowledge, innovation, high speed and infrastructures, finance, global production, move of competences, sustainable development 6 Urban areas Metropolises are not urban agglomerations in a built up sense, but functional integrated spaces accessible to power 7 Transborder metropolises Metropolises don't stop to borders and have influence beyond them 8 Europe Space of the Study: UE + Switzerland and Norway 9 Cartography Innovation in cartography 10 Comparison Comparisons with 2003, but not limited to them
